Answer:

Current distribution on the wiring pattern of the power and ground lines of a printed circuit board is not even.
The density of the electronic charge may decrease, depending on the operation of the device, at a location far from the power supply or where the wiring pattern is thin.

Usually, a bypass capacitor is connected to the power supply or between the power and ground lines of the IC to avoid a voltage drop.
If this capacitor is insufficient, a momentary power failure occurs when a high current flows such as when the bus operates simultaneously (all 1s → all 0s) , causing malfunctioning.
